The hardships caused by the First World war causes major social and political unrest in Tsarist Russia. Communist propaganda provokes conflict between the classes causing insubordination and fights aboard battleships of the Russian Imperial Navy. Torn by these internal conflicts, the Navy is weakened and suffers major losses in the Baltic Sea. Against this background, the commanding admirals are powerless to do anything much but watch the collapse of the fleet in 1917. And it doesn't help that Captain Artenyev has fallen in love with a beautiful spy working for the Germans.
