An Frauen hat Kaiser Josef II. von Österreich überhaupt kein Interesse, viel eher ist er alten Uhren oder Büchern zugeneigt. Seine Mutter, Kaiserin Maria Theresia, sieht das nicht gerne. Sie will ihren Sohn verheiraten. Nur findet Josef jedesmal einen Grund, sich aus dem Staub zu machen, wenn seine Mutter eine Kandidatin an den Hof einlädt. Als Josef mal wieder gemeinsam mit seinem Rittmeister von Kleber die Flucht antritt, angeblich um eine Inspektionsreise nach Siebenbürgen zu unternehmen, schlägt Amor zu. Allerdings trifft der Liebespfeil nicht Josef, sondern von Kleber. Bei einem Zwischenstopp auf einem Gutshof verliebt von Kleber sich in die verwitwete Hausherrin Christine von Alwin. Er gibt sich als Kaiser Josef aus, um das Inkognito seines Herrn nicht zu gefährden und ahnt nicht, welche Verwicklungen er damit auslöst. Auch Christine ist Feuer und Flamme für den vermeintlichen Kaiser. Nachdem die Männer an den Hof zurückgekehrt sind, trifft plötzlich ein Brief Christines an ihren geliebten "Kaiser" ein. Maria Theresia lädt die junge Dame ein.

Kaiser Josef II of Austria has absolutely no interest for women; rather he shows lots of interest in old watches and books. His mother, the empress Maria Theresa, isn't too thrilled about this. She wants her son to marry. But Josef always seems to find a reason to avoid marriage everytime his mother digs up a candidate for him. Finally, though, on an alleged inspection trip in Siebenburgen, love manages to strike Joseph's party during a rest stop at an inn. But the arrow misses Joseph and instead hits a companion of his. That wouldn't be so big a deal except for the fact that the person whose fallen in love is claiming he is the Kaiser!

But when the other guy is as pretty as Wolf Albach-Retty, even that much social status may not be enough....
