On board the elegant steamer "The Star of Valencia" there's a certain excitement in the air. The Captain's binoculars are directed at a small steamer, which is approaching ever nearer with a suspicious rapidity. Who can that be, here in the Mediterranean, so close to the Spanish coast? It looks like it may be the police and Captain Rustan is not at all thrilled about that. After all, the captain of the Valencia has his reasons for this shyness ... The boat continues to approach: correct! It is the "Leone", a police boat under the command of Captain Mendozza. The signal to stop is hoisted on the mast of the police ship; and in view of the apparent readiness of the machine gun on its deck to open fire on the Valencia if it does not comply, Captain Rustan orders the ship's engines to stop.

An Bord des eleganten Dampfers „Stern von Valencia" herrscht eine gewisse Erregung. Das Fernglas des Kapitäns ist auf einen kleinen Dampfer gerichtet, der mit verdächtiger Eile immer näher kommt. Wer kann das sein, hier im Mittelmeer, so nahe der spanischen Küste? Das sieht verdammt nach Polizei aus, und mit der hat Kapitän Rustan von der Valencia' nicht gern etwas zu tun. Er hat seine Gründe für diese Scheu. – – Immer näher kommt das Boot, – richtig, es ist der „Leone", das Polizeiboot unter Kapitän Mendozza. Das Signal „Abstoppen! Halten!" fliegt am Signalmast hoch, und angesichts des schussbereiten Geschützes und der Maschinengewehre an Deck des „Leone" dreht die „Valencia" gehorsam bei.
