Pépé le Moko, a criminal on the run from the police in metropolitan France, lives with his gang in the Casbah quarter of Algiers, where he is beyond the reach of the local police. They seek ways to lure him out of his refuge and a plot results in the death of a fellow gangster, but not of Pépé. Wily Inspector Slimane sees his chance, when he learns that Pépé, who is fed up with his enforced exile and with his mistress Inès, has been struck by the idea of meeting glamorous French tourist Gaby, the mistress of a visiting businessman. 

La police cherche à coincer le caïd du milieu parisien Pépé le Moko, réfugié dans la Casbah d'Alger avec sa bande. Il y est intouchable, mais ne peut en sortir sans se faire arrêter. Sa vie bascule le jour où il tombe amoureux de Gaby, une jeune femme demi-mondaine, entretenue par un homme riche, passée là en touriste, représentant tout ce que la Casbah n'est pas : parisienne et sophistiquée.
