Officially, the German freighter which is sailing in the direction of Karakat, a small country somewhere in Asia, is carrying a load of wine onboard.  Only the captain and Irmgard Dorp, the secretary to the German embassy in Karakat, know what’s really onboard the ship:  machine parts for a German factory looking to take advantage of mineral resources in Karakat.  There’s a bitter, political battle going on for these raw materials between an international consortium and the German syndicate.
