Die korrupte Politikerklasse, die von Männern dominiert wird, missfällt dem weisen Mandarin. Um etwas zu tun rät er zwei Frauen, eine eigene Partei zu gründen. Sie tun, wie der Mandarin ihnen geheißen hat und können mit ihrer neuen Partei tatsächlich die Mehrheit erringen. Doch die Arbeit kommt nicht voran, denn es mangelt ihnen an eigener Programmatik. Es kommt zum großen Streit, den der Mandarin schlichten will. Er ruft alle Beteiligten zu sich in den Garten und ruft zu Vernunft und Versöhnung auf. 

The corrupt political class, dominated by men, displeases the Mandarin.  The Mandarin decides the best way to deal with the situation is to have two women form their own political party.  They do as ordered and, in short time, are able to win a majority.  However, the women aren't able to progress much further, because they lack their own political agenda.  A big argument ensues, which the Mandarin is intent on settling.  He calls on all parties to appear in his garden, where he will call for reason and reconciliation.  Anyone with a knowledge of the social, political and economic conditions in postwar Germany will quickly see the "subtle" parallels in the film between Old Chinesia and Allied-occupied Germany.
