Le film se passe en 1616, du temps du peintre Jan Brueghel le Jeune, à Boom, petite ville de Flandre-Orientale pendant la domination espagnole. La cité se prépare pour sa kermesse annuelle, quand un garde vient annoncer l'arrivée de l'ambassadeur d'Espagne et de sa suite armée, se rendant aux Pays-Bas. C'est la panique chez les notables et les boutiquiers, qui ont encore en mémoire les pillages provoqués par les Espagnols quelques décennies plus tôt. Le bourgmestre, dont la qualité maîtresse n'est pas le courage, conseille à la population le calme, la prudence et l'obéissance et décide de faire le mort au sens littéral du terme. Sa femme, révoltée par sa couardise, décide, en compagnie des bourgeoises de la ville, de jouer les hôtesses de charme. Le duc d'Olivarès se révèle d'ailleurs plein d'égards et de déférence, et son escorte ne songe qu'à festoyer. De galants quiproquos émailleront leur passage, et le départ de l'envahisseur au petit matin laissera bien des regrets.

In 1616, with Flanders under Spanish occupation, the town of Boom, in the midst of preparations for its carnival, learns that a Spanish duke with his army is on the way to spend the night there. Fearing that this will inevitably result in rape and pillage, the mayor — supported by the town council — has the idea of pretending to be newly dead, in order to avoid receiving the soldiers. But his redoubtable wife Cornelia despises this strategy and organizes the other women to prepare hospitality and to adapt their carnival entertainments for the Spaniards (who insist on entering the town anyway). Such is the warmth of the women’s welcome, that not only do the Spaniards refrain from misbehavior, but on their departure the Duke announces a year’s remission of taxes for the town. Cornelia allows her husband to take the credit for their good fortune, but she has in the meantime thwarted his plans for their daughter to marry the town butcher instead of the young painter Brueghel, whom she loves.
